Starting in 2007, North Carolina will no longer allow subsistence fishing in the waters of your home county without a fishing license. Instead they will go to a system of subsistence vouchers that will allow those on public assistance to fish for food. Subsistence fish are intended for non-commercial family distribution. Among the authorized uses is dog food for sled teams.
