A Western North Carolina Tailrace?

The Table Rock Chapter of Trout Unlimited has been working to develop a tailrace trout fishery on the Catawba River that flows out of Lake James near Marion, North Carolina. Here is a link to some information about the project from their website. I also located some summaries from public meetings that were held by the NCWRC back in April. It seems that the local landowners have some issues with uncivilized people (read as idiots) littering up their land. Link to the PDF file from the meeting that summarizes their issues.

It would be great to have a true tailwater fishery in Western, North Carolina, but who can blame the land owners for being upset when stupid people trash their land and then complain when it gets closed to fishing.
